Shelby Dubato

MSW, LCSW-C, CCM, CDMS, CLCP

Shelby Dubato serves as the Managing Member of MalcolmDubato, managing all aspects of the financial operations of the business. She manages the daily operations and intra-office procedures of the business, including monitoring of referrals, retention contracts for expert cases, training protocols, and financial operations. Ms. Dubato is a Maryland Registered Rehabilitation Service Practitioner with the Maryland Workers’ Compensation Commission [Practitioner #N2422].

Ms. Dubato is a Certified Life Care Planner [CLCP] experienced in completing extensive case file reviews; performing in-depth client interviews; conducting home visits in conjunction with a physical and/or occupational therapist; preparing medical case management correspondence to treating providers to determine future medical needs and costs; coordinating services; conducting research for cost analysis; and preparing formal Life Care Plan reports.

Ms. Dubato possesses experience working on cases for catastrophically injured adults and children with injuries including but not limited to: birth injury, developmental delays, spinal cord injury, traumatic brain injury, chronic pain, amputation, neurologic injury, burn injury, psychiatric/psychological trauma, and orthopedic trauma.

Ms. Dubato is licensed by the Maryland Department of Health as a Licensed Certified Social Worker – Clinical [LCSW-C]. This licensure allows her to provide psychotherapy to our clients experiencing mental health conditions in order to assist them in regaining their functioning, including returning to work. She specializes in providing desensitization therapy to injured workers who have developed Anxiety Disorders, such as phobias, and Trauma and Stressor Related Disorders, such as Post-Traumatic Stress Disorder [PTSD], resulting from a traumatizing work event.

Ms. Dubato’s employment experience allows her to serve as a Vocational Expert. She possesses experience in reviewing plaintiff’s employment files, education history, and wage/tax documentation; conducting in-depth vocational interviews of plaintiffs; completing labor market research; and utilizing the labor market research to prepare Vocational Expert Opinion reports.

Ms. Dubato is a Certified Case Manager [CCM] with experience providing medical case management services to injured workers within the Maryland and Washington, D.C. Workers’ Compensation industry. She is a Certified Disability Management Specialist [CDMS] with experience assisting clients with other disability service systems such as, but not limited to: Social Security Disability Insurance [SSDI], Ticket to Return to Work Program, Long-Term Disability [LTD] and Labor Unions.

Dana Blair

Dana Blair is a Certified Life Care Planner [CLCP]. She is experienced in completing extensive case file reviews; performing in-depth client interviews; conducting home visits in conjunction with a physical and/or occupational therapist; preparing medical case management correspondence to treating providers to determine future medical needs and costs; coordinating services; conducting research for cost analysis; and preparing formal Life Care Plan reports.

Ms. Blair possesses experience working on cases for catastrophically injured adults and children with injuries including but not limited to: birth injury, developmental delays, spinal cord injury, traumatic brain injury, chronic pain, amputation, neurologic injury, burn injury, psychiatric/psychological trauma, and orthopedic trauma.

Ms. Blair’s prior employment experience includes working with populations such as, but not limited to: children and adolescents in the foster care system; biological and foster parents; incarcerated adolescents; children and adolescents with developmental delays, cognitive impairments, learning disorders, and emotional and behavioral diagnoses.

Ms. Blair has experience working with special education students requiring Individualized Education Plans [IEP] to support their educational pursuit and attainment of academic skills in the school system environment. She participated in planning and review meetings with school administration to assure compliance with established IEP needs for students.

Ms. Blair’s employment experience allows her to serve as a Vocational Expert. She possesses experience in reviewing plaintiff’s employment files, education history, and wage/tax documentation; conducting in-depth vocational interviews of plaintiffs; completing labor market research; and utilizing the labor market research to prepare Vocational Expert Opinion reports.

Jody Malcolm is an experienced expert witness in multiple jurisdictions and court systems. She and the experts at MalcolmDubato, LLC provide expert opinion reports and testimony in both plaintiff and defendant cases.

Ms. Malcolm has experience assisting injured workers and others who want to establish a small business enterprise. She assists with development of business plans, marketing plans, websites, and business accounting systems.

Ms. Malcolm has experience assisting injured workers who are seeking to make a career change by pursuing vocationally specific training or re-training options within the parameters of the specific worker’s compensation jurisdiction guidelines, with the express goal of return to suitable gainful employment.
